The backlog reflects production constraints at US defense manufacturers, prioritization of resupply to partners in the Middle East, and Congressional holds on specific systems. Taiwan's defense ministry has expressed concern about the delays in unusually direct diplomatic language.

The timing matters because Taiwan's defense strategy depends on building up stockpiles of precision munitions and anti-ship weapons before any potential Chinese military action. Analysts note that China is continuously improving its amphibious assault capabilities and that the window of time in which Taiwan could credibly deter an invasion may be narrowing. Several members of Congress have introduced legislation to expedite Taiwan arms deliveries through emergency authorities.
